BOC-3

Blanket of Coverage - Form 3

A federal form that designates process agents in every state to accept legal documents on behalf of a motor carrier, broker, or freight forwarder operating in interstate commerce.

A BOC-3 (Blanket of Coverage - Form 3) is a legal document filed with the FMCSA that designates process agents in each state where a motor carrier, broker, or freight forwarder operates, as well as in the District of Columbia. A process agent is a person or company authorized to accept legal documents, such as court summons or subpoenas, on your behalf.

Filing a BOC-3 is a mandatory federal requirement for all motor carriers, brokers, and freight forwarders operating in interstate commerce. Your MC authority will not become active until a valid BOC-3 is on file with the FMCSA. The form must provide agent coverage in all 50 states and the District of Columbia, even if you do not plan to operate in every state.

Most carriers and brokers use a blanket service provider that maintains a network of process agents in every jurisdiction, rather than individually arranging agents in each state. This is the most efficient and cost-effective approach. Once filed, the BOC-3 typically remains in effect for the life of your authority unless you change providers.

Frequently Asked Questions

Why do I need a BOC-3?

A BOC-3 is a federal requirement for all motor carriers, brokers, and freight forwarders in interstate commerce. It ensures that if a legal action is filed against you in any state, there is a designated agent to receive the legal papers on your behalf. Without it, your MC authority cannot be activated.

How much does a BOC-3 filing cost?

BOC-3 filing costs vary by provider but are generally affordable, often a one-time fee that covers all 50 states plus the District of Columbia. DOTFilePro includes BOC-3 filing as part of its service packages.

Does a BOC-3 expire?

A BOC-3 does not have a built-in expiration date. It remains valid as long as your process agent provider continues to maintain coverage. However, if your provider goes out of business or you switch providers, you will need to file a new BOC-3.
